Ian McCann of the Dallas Morning News does a job again of telling the story. This time its the Lookout Transfer Station, but unless I am missing something he left out three important points.

Three things are missing which change the tone of the discussion. The first is that the proposed increase in capacity is staggered. It will not be implemented immediately upon opening the station. Instead it will phase in for a number of years. In fact, if it holds the new station would be almost the same much of the time until the increases kick in after a number of years.
Second, the article did not mention what I saw as the main reason for rejection of the eastern site proposal. It would be in a flood plain (so we are told) and if any part of is in a flood plain it would not pass Texas Commision for Environmental Quality rules. That would make the site dead on arrival if that was true. This assumes that the claims of Joe Stankiewicz are true. i.e. that there is no way to build it without encroaching on the flood plain and that the TCEQ would never allow any encroachment into the plain.
Third, the article did not mention the proposed truck changes which would allow trucks to carry more trash if true. That was meant to imply fewer trucks. The capacity increase per truck sounded a bit too good to be true. Assuming its true, and if you combine this with the first point this might mean less traffic for several years and not more traffic.
