On the Dallas Morning News Richardson blog, RISD beat reporter Jeffery Weiss listed some statistics reported from the State of Texas. Is he right?

He lists various ethnic makeup changes in the RISD for several years such as white enrollment dropping 6%, Asian enrollment increasing 76% and so on.
The problem is -- as I read it -- that the report is discussing the regional service areas of the State an not districts
The abstract of the report says, "Enrollment data are provided by grade, ethnicity, gender, and economically disadvantaged status, and for special populations and instructional programs. Data also are reported by education service center region."
It just so happens the Region 10 service center is in Richardson. A listing of districts in region 10 is HERE.
As you can see if you look at the list it is not just Richardson but a significant list of districts.
Am I wrong here? If I am let me know please, but it looks to me as if this is regional data and not district data.
By the way, I am not picking on the DMN. I liked Ian McCann's story and I was just pointing this out. It was just a coincidence they appeared close to each other.
