In a word, ...How have cities manage to afford this? In a word, growth. As long as cities are growing, the new developments can pay for the old. As long as a city has cotton fields that can be developed, things are good. When those are all gone, cities have to pursue infill development of vacant lots that somehow got overlooked in the first wave of development. Finally, cities have to grow denser. That means duplexes, fourplexes, apartments, condos, and high rises, until eventually, a balance is reached.
